Nicholas, wishes that he could say something complimentary about the financial situation but cannot because "even the splendid financial talents of the Secretary of the Treasury [Albert Gallatin], afford us no relief in his department. Instead of presenting to Congress a regular system of taxation, coequal and coextensive with the objects of the war, he has substituted a miserable impracticable attempt to plunder the merchants. The attempt too, is as destitute of principle, as it is of policy.", 1812 December 10
